“1,000 subscribers” and “monetized” are not synonyms. The subscriber threshold is only one part of YouTube Partner Program eligibility, and meeting thresholds does not automatically mean a channel has been accepted or remains eligible.

The threshold buyers often misread

YouTube's current help documentation describes two audience-performance paths for ad-revenue eligibility: 1,000 subscribers plus 4,000 valid public watch hours in the previous 12 months, or 1,000 subscribers plus 10 million valid public Shorts views in the previous 90 days. Watch time from the Shorts Feed does not count toward the 4,000-hour path. A channel is still reviewed against monetization policies after it applies. That means a listing can accurately show 1,000 subscribers while having no active ad revenue. It may be short of watch time, awaiting review, rejected, paused, or no longer compliant.

Verify status, not a badge in a screenshot

Ask the seller to open the Earn area in YouTube Studio during a live review. Record the review date in the deal conversation. You want to distinguish among:

  • eligible but not yet applied;
  • application under review;
  • accepted and currently earning;
  • rejected with a stated reason;
  • monetization suspended or disabled;
  • thresholds met through traffic that may not continue.

Do not infer status from ads appearing on a public video. Ads can appear in situations where the uploader is not receiving a share of revenue.

Separate eligibility from quality

A channel can satisfy numerical thresholds and still be a weak purchase. Review whether the content is original, whether uploads follow one coherent theme, and whether the audience engages with recent videos. Look at how the threshold was reached. Four thousand hours spread across useful evergreen videos tells a different story from one temporary spike. Ten million Shorts views may reflect a format with low long-form conversion. Neither is automatically better; the acquisition plan must fit the traffic pattern.

Price the actual state

Model three separate assets:

  1. The audience and content library.
  2. The current right to receive platform revenue.
  3. The production system that could keep the channel compliant.

If active monetization cannot be verified, value the listing without assuming future ad income. Any price increase tied to monetization should depend on current evidence, not a seller's estimate of what approval “should” produce.

Write a precise offer condition

Instead of saying “must be monetized,” define what must be shown: current Studio status, revenue date range, policy notifications, associated content rights, and whether any appeal or review is pending. If evidence changes before acceptance, require the seller to disclose it.

Four listings can share the same count

One channel may have 1,000 subscribers and enough public watch hours but still be waiting for review. Another may have 1,000 subscribers from Shorts while remaining below the valid Shorts-view requirement. A third may be accepted and earning. A fourth may have earned historically but now show an inactive or policy-related status.

Those channels should not use the same monetization label or valuation assumption. The listing should state the current status and evidence date. The buyer's worksheet should keep subscriber value, content value, and verified revenue separate.

After ownership changes

Confirm who will associate the appropriate payment account, who receives revenue around the cutoff date, and what happens during any processing period. Do not treat the seller's personal AdSense credentials as a transferable asset. Review the AdSense transition guide before closing.

Continue checking policy notices during escrow. A status viewed at the start of negotiations can change before the transfer completes.

The useful lesson is simple: subscriber count describes audience history. Monetization status is a separate, time-sensitive claim that must be verified on its own.
